Which Sniper & some NPC related questions?

I am currently midway in the game already(level 12) And I am playing a Sniper I was asking in your opinion which would be far better in terms of Damage Lucky Sniper(10 LCK) or a Perceptive Sniper(10 PER) currently I am playing a Perceptive Sniper. The Pros I really notice are that I barely need to walk thanks to my Perception which increases my overall range & accuracy on guns...On the other hand if I chose to become a Lucky Sniper I would gain more damage probably from the Sniper Perk...So by far which do you think would be much better in terms of Damage?

Which Armor & Weapons should my NPC's have by the time I plan on facing the Enclave Base:

Vic

Cassidy

Sulik

Cybernetic BrainBot

Cassidy -> Gauss Rifle?

Sulik -> That last hammer, i did well in my first run with it to bring down horrigan.

Cybernetic BrainBot -> Gauss Rifle?

Power Armor on all of them.

Well, with Sniper and 10 luck, every shot will be a critical hit. Feels a bit like cheating, really. Higher weapon skills can make up for poor perception.

Vic isn't too bad with a gauss pistol/rifle.
Sulik could use the super sledge, or the H&K G11E (or .223 pistol, if you don't trust his penchant for burst-fire). A mega power fist might also work, if he'll use it.

L6 - Bonus Move
L9 - Bonus Move
L12 - Living Anatomy
L15 - Bonus Rate of Fire

So do I get in L18 & L21 (2) Action Boys and a Sniper on L24

My Developed Stats would be(w/o the Gain Foo Perks):

6 PER
4 END
6 CHA
10 INT
10 AGI
10 LCK
