Why is Old World Blues taking so long?

I sucked at Caravan first as well, but once I got the hang of it, it was fun...for a while. Then I realized that you can literally stack the deck in your favorite (with like 6s, 10s, and Jacks), and realized how unfair this game would be in real life, and how easy once you did this in the game. I lost interest at that point, although it's still a nice way to get caps.

Yes, it's pretty much broke and easily exploitable. But that's not because of the rules, it's because the AI opponent is broken, and never puts cards on your stacks. That turns it from a really complex tactical game into an auto-win minigame.
