Yes-Man disappeared

Hey, as the title says i'm looking for Yes-Man. I've just finished Mr. House IV but I did not talk to him right now, cause I do not want to kill the brotherhood. However the Wildcard is still active. But where is Yes-Man?? Hes definitely not in front of Lucky 38 and when I kill house the map doesnt show where he is.
Any clues?

I have found him outside the "Tops" casino before.

For me, he never left the 13th floor in the Tops. He was always there, except when I met him inside the Lucky 38 for the mainframe takeover.

Try leaving the area and coming back.
If you still can't find him use the console to spawn him at you.
