Even as someone who has for years been against 3, I will say as a game on itself it isn't great. It works, but it doesn't go past working, and I personally think there are more broken games out there, such as Fallout 4. Also I've never thought that fighting flame with flame was a good idea. Honestly the review isn't much of a review but more of a "This sucks, blah blah, me complaining about a facet while not giving much context, blah, blah, why does X happen. Ass Cancer." Why does it look bad?
Why is the story bad? He just says it's boring and bad, and goes through a rushed retelling of it instead of anything that says why.
I'll tell you what I think, I think it's bad because there isn't much weight added to a lot of things. A lot of your choices feel like you don't have meaning, and you feel more like a... courier... I crack myself up... rather than some vault dwelling savior. A lot of the weight is based on the atmosphere. Bethesda bet everything on atmosphere rather than sound, logical storytelling. It definitely gets that post-apoc vibe. Even not blowing up, or blowing up megaton isn't given much feeling. In New Vegas, if we do something that changes the layout of the land, we get subtleties that show us how it effects others, people say some things to us, quests go different (You can outright solve one quest perfectly by killing Caesar, and it's basically completely unrelated.)
Gameplay wise, ehh I agree and disagree. I think Fallout 3 plays fine, but just is boring. Voice acting is pretty bad I'll say. Visually I couldn't give a damn and Replay Value is OK, but a lot of the choices don't mean anything, and I only really liked them in the Pitt and Moira's quest, so I'll give him that.
