JE on medical Skills/items in FO3

The only question I've got is should the ability to build First Aid Kits and such be a trait ala Gecko skinning ? Which would mean that someone taught you this, then you could do it.
 
^^^^ Sounds like a good idea. I always wished they had included more of these kinds of perks.
