I reckon most of them nowadays use more of a scale of 1 to 5 but add 5 on. Thus the lowest you can get is 5 and the highest 10. That makes it 2.4 out of 5 (or 4.8 out of 10, although 2.4 out of 10 would be more appropriate...). Just they don't want people accusing them of trying to kill a game.
